Resubscription is recipient-led, never a bulk action. Someone who used their unsubscribe link can request future emails through your hosted signup form, then explicitly confirm a fresh email link. Private publications require new owner approval. Complaints, bounces and manual suppressions require review. Revoked access to past issues is not restored.
